July 15, 1941 to the late James and Dorothy Banks, and lovingly raised in Ashland,Virginia alongside her beloved brother and sisters.  She attended the small school on Providence Baptist Church's property, and later graduated from John M. Gandy High School.

She joined Providence Baptist Church at a young age. She attended Providence with many family members and friends who also attended Providence. After marriage, she and her husband William attended as they were active members in the church.

Inez was preceded in death by her parents James and Dorothy Banks, her sibling Sally Culpepper, her husband William Suggs and her granddaughter MaKayla Bryant.

She leaves to cherish her memory three children: Franklin Shaw Baylor, Jr.(Veronica), Velma Jones (Selven), and Sherry Suggs-Cooper (David). Five grandchildren: Brittney Suggs (Lisa),India Jones, D'Marco Suggs, Asia Jones, and Leah Suggs. Three great grandchildren: Nazir, Kimora, and Warren. Inez has one surviving aunt Ella Hewlett Robinson. She also has a host of nieces, nephews, and other relatives.
